• This position requires the fulfilment of the listed must-have requirements:
1. At least 5 years of experience in project management and contract management for HVAC and HVDC power transmission systems, as well as engineering for HVAC and HVDC primary and secondary technology.
2. German (minimum B2) and English (minimum B2) – fluent in spoken and written form.
3. International experience and/or experience working in international teams.
4. Unrestricted work permit for the EU.
The above-mentioned experience must be provided on the basis of personal project references. The references must contain at least the following information: Subject of the contract, period of performance, client, activity undertaken, brief description of the activity.
Project description:
The BEI project was initiated politically in Denmark and agreed as a bilateral partnership between the Kingdom of Denmark and the Federal Republic of Germany. It is being implemented by two trans-mission system operators (TSOs) of the participating countries
The BEI project is designed as an energy hub with hybrid connectors linking Denmark and Germany and feeding offshore wind generation into the onshore grids.
The objectives of the innovative and visionary BEI project are to utilize 3 GW of offshore wind potential in the Baltic Sea and to promote the green transition in Germany and Denmark. This is to be achieved by planning and building an offshore hybrid interconnector between the Danish Island of Zealand and Germany via and including the energy hub on the Danish Island of Bornholm. The wind energy collected on Bornholm will be transmitted via a Multiterminal High Voltage Direct Current System (MT HVDC) with multiple connections to substations in both countries.
The BEI interconnector can be prepared for future expansion, including the connection of further interconnectors to other countries and the integration of additional generation capacity or loads.
The BEI project has been identified as a flagship project for sustainability. By tapping into the previously untapped offshore wind potential for the Danish and German markets, BEI is making an important contribution to achieving the goal of decarbonizing the European energy market.
Service description:
The client is looking for a external contractor with high level of expertise and a solid proven track record in the area of HVDC converter stations, primary technology (DC) and Project Management for converter stations and onshore earth-cabling projects, related facilities and supporting infrastructures. The tasks and deliverables, described below are the services required by the client.
The overall scope of the required Services is to proactively manage, steer and drive any inquiry and technical review and/or evaluation on behalf of the Client AND that is being requested by the Client (“on demand”). The single point to the suppliers is the FIDIC Engineer resp. its Danish counterpart both provided by the client.
The service of the technical advising is the consulting the Client in setting up and coordinating all (PM) systems, procedures and processes necessary to meet the Project’s objectives, with particular emphasis on Environment, Health and Safety (EHS), Compliance with all applicable technical codes, standards and regulations, Time Management, Contract Management (FIDIC) and Quality Management.
The service of the technical advising is a neutral advisor and mediator between the 2 clients, as well as a technical consultant (and practically reporting) to the Engineer. Additionally there will be a long term EU wide tender for a Technical Advisor Team starting Q4 2025 and this tender shall be accompany by the Interim Technical Advisor. The contract of the Advisor Team shall start in Q3 2026 and the onboarding shall be accompany by the Interim Technical Advisor. Furthermore, the Interim Technical Advisor could consult as a Owners Engineer (Q1&2 26), if possible.
Task description:
• Pro-actively administrating the scope of the Project
• Setting up, in alignment with the client, a professional landscape to manage all aspects of the project described. Proposing/using own tools and templates, and/or controlling that the client templates if available are integrated
• Managing the weekly/monthly progress reporting in particular, whenever necessary and/or relevant and/or requested by the client
• Creation reliable cost impact evaluations and strive for optimization of the forecasted result. In particular, in alignment with the client:
o Setting up and managing cost estimates/calculations during the Project,
o Controlling and managing variation orders/requests,
o Identifying measures to reduce cost.
• Best managing the exposure to risks and exploit opportunities, in particular, identifying and managing all risks and opportunities (assess, respond, monitor, report, escalate and sustain and continuously improve)
• Supporting that the project deliverables are appropriate for their contracted purpose, in particular, in coordination with the client:
o Reviewing, validating, and monitoring the design,
o Identifying specification design issues before they may affect the construction of the Project,
o Participating in audits and inspections
• Supporting the Client that the design is a cohesive whole in line with all applicable norms and standards and released in a design freeze documented. Monitoring all stakeholder like the
• Designers, Architects, Engineering Companies, General Contractor(s) working on the Project work according to the following principles, where necessary coordinating:
o Reviewing the design and revisions thereof as well as any feasibility studies initiated or needed,
o Reviewing the design deliverables from the General ContractorContractor(s) - with technical experts for each trade - during each design phase in regard to completeness incl. plausibility checks,
o Participating and contributing in value engineering workshops/exercises to evaluate options and manage in-corporation of results.
• Supporting in the execution of the Project’s contracts. In particular:
o Reviewing variation orders and/or variation order requests,
o Contributing to contractual negotiations, discussions and/or disputes,
o Contributing to initiate independent proceedings for the taking of evidence for claims,
o Taking into account specificities in the local, regional and/or national laws and regulations
• Advising the Client about changes in the project and their consequences on the Project which includes, if applicable, an analysis of local, regional and/or national laws, regulations, - and permit requirements
Level of Effort during the design phase:
• Design Reviews and comparison / evaluations of technical proposals during the Design Phase
• Supporting the Client in a way that design approvals, construction methodologies, and risk assessments are properly addressed within the project governance
• Facilitating technical discussions and alignment between project stakeholders without engaging officially with the Client’s contractors.
• Clarification/coordination all – especially technical - queries when required,
• Conducting value engineering
• Setting up and controlling good communication within the different Client teams (Owner’s Engineer, FIDIC Engineer and maybe additional experts / contractors hired to support the Client)
a) Providing the Information and any other reports, advice, comments and other documents and information promptly and in good time so as not to delay or disrupt the progress of the Project.
b) Providing all Information and other reports, advice, comments, and other documents: (i) are in a concise and logical format so as to be readily understandable by laypersons and (ii) (where appropriate) providing clear recommendations.
c) Taking action to cause the General Contractor to complete the Works in accordance with the contract including the specifications, drawings, and standards to which it refers and in accordance with all relevant planning and statutory approvals.
d) Compliance with applicable requirements at all times
e) Assessing any claims made by or against the General Contractor, any Subcontractor or any other party engaged in connection with the Works.
f) No approvals, any alterations to or omissions from the approved design or specification of any work, materials and/or goods, or the quality or quantity thereof, comprised in the Works without first referring the matter to the Client for the Client's prior written approval.
g) No any approval or do anything which would, or would be likely to, affect the date for the completion of any part of the Works or increase the cost of any part of the Works without first referring the matter to the Client for the Client’s prior written approval.
h) Compliance with applicable rules and regulations relating to the project
i) Keeping detailed accounts and records of its performance of such Services and Additional Services and allow the Client to inspect them
Project objective of the consultancy to be used:
The external consultant is to advise the client on all issues that arise during the project.
The aim is the controlling and verification that the overall quality of the work meets the requirements and that the work is carried out in accordance with the scope and schedule.
The Client shall be informed about the progress of the work, as well as about all identified defects and violations of known laws, permits, regulations, ordinances, rules and regulations.
As required the Technical Advisor shall proactively organize and attend progress meetings with the Client and the Owner’s Engineer to discuss the status of the Project.
